Scottish Building Regulations provide for the health, safety, welfare and convenience of people in and around buildings, the conservation of fuel and power and the the achievement of sustainable development. These regulations set requirements for those carrying out building work. Notification is relevant as guidance on compliance with building regulations offers an example of solutions that will meet mandatory requiements; including citation of performance standards for products used in the construction of buildings.

The draft measure set out in this application relates to action taken, in response to the application of building regulations, to address the risk from fire to occupants of the building and to the fire and rescue service.

Building regulations – proposals to amend standards and guidance addressing fire safety in new buildings under the Building (Scotland) Regulations 2004.

Under The Building (Scotland) Regulations 2004 (as amended), building regulations set requirements for fire safety where new building are constructed and where new building work is undertaken. The application of the mandatory functional standards set out in regulations are supported by published guidance within two 'Technical Handbooks' setting out advice on one common way of complying with the standards. The draft measure sets out proposed changes to both standards and supporting guidance in Section 2 (fire) within the Domestic and Non-domestic Technical Handbooks.
