Entertainment and amusement machines pursuant to Article 110(6)(a) of Royal Decree No 773 of 18 June 1931, as amended.

Draft technical regulation amending the technical regulations for entertainment and amusement machines pursuant to Article 110(6)(a) of Royal Decree No 773 of 18 June 1931, as amended.

The draft Decree, comprising four articles and one annex, updates the technical regulations for the manufacture and technical verification of entertainment and amusement machines and devices pursuant to Article 110(6)(a) of the consolidated text of public safety laws [testo unico delle leggi di pubblica sicurezza – TULPS], approved by the Directorial Decree of the Director-General of the Autonomous State Monopolies Administration, in concert with the Chief of Police of 4 December 2003, as amended and supplemented.

The first three articles amend Article 1 - Purpose and definitions, Article 2 - Mandatory requirements for machines and Annex A - Functional specifications and requirements for coding the communication protocol software of the current Directorial Decree, to provide for:

- the installation on the machines of a bidirectional swipe device to read the magnetic strip on the player's healthcare card to verify the player is of legal age, without storing the information extracted;

- the activation of the machine only after verification of the player's legal age;

- the implementation of technical solutions to display on the screen or display the presence/absence of the health insurance card in the relevant reader and the resulting verification that the player is of legal age;

- the obligation to recheck the verification of the player's legal age to allow access to the game and, for AWP machines only, 15 minutes after the verification of the player’s legal age , and in any case, anytime the health insurance card is removed from the reader.

Article 4 makes reference to the Annex which includes the consolidated text of the current Directorial Decree after the amendments pursuant to Articles 1, 2 and 3 and states that the Annex is an integral part of the draft.
