Amendments to the Tobacco Control Act and the labelling regulations (standardised packaging and flavour ban for e-cigarettes and minimum size for snus)
The following measures are proposed to hinder the uptake of e-cigarettes and snus among children and young people:
1) Standardised packaging for e-cigarettes and refill containers, regardless of nicotine content, cf. draft amendments to the Tobacco Control Act § 30.
2) Ban on characterising flavours in e-cigarettes and refill containers, regardless of nicotine content, cf. the proposed new provision in the Tobacco Control Act § 32a. The ban will also apply to separate containers of flavour additives, and equipment and components used in connection with e-cigarettes. The Ministry may in regulations adopt a list of which flavour additives are permissable to use as ingredients in e-cigarettes and refill containers.
3) A requirement for snus packages to include at least 20 portions and 15 kilograms, or 30 kilograms of loose snus, cf. draft amendments to the labelling regulations § 31.
