The Decree amends section 2; Annex A, section 5; and Annex B of the Government Decree on Managing the Risk Caused by Alien Species (704/2019).

The Decree concerns the invasive alien species of Member State concern referred to in Article 12 of Regulation (EU) No 1143/2014 of the European Parliament and of the Council on the prevention and management of the introduction and spread of invasive alien species.

The proposed Decree would update the national list of alien species in the Annex to the Government Decree on Managing the Risk Caused by Alien

Species (‘Alien Species Decree’) and lay down necessary derogations and transition periods for new species. The following seven new plant species and one new animal species would be added to the national list of alien species:

Canada goldenrod (Solidago canadensis), tall goldenrod (S. altissima), giant goldenrod (S. gigantea), sycamore (Acer pseudoplatanus), false spiraea (Sorbaria sorbifolia), meadowsweet (Spiraea alba), dwarf serviceberry (Amelanchier spicata) and the slug Krynickillus melanocephalus.

In addition, the exception to the application of the obligation of property owners and managers laid down in section 4 of the Act on Managing the Risks Caused by Alien Species (‘Alien Species Act’) would be removed for molluscs, as would be the exception to the ban in section 11, subsection 2, paragraph 2 of the same Act for circuses and animal shows.
