Government Proposal to Parliament for acts on certain fire safety equipment and on amendments to section 1 of the Act on the Market Surveillance of Certain Products

The proposal proposes the adoption of an act on certain fire safety equipment. At the same time, the current act on the equipment of rescue services would be repealed. The proposal also proposes to amend the Act on the Market Surveillance of Certain Products.

The proposed Act would lay down requirements for fire alarm and detection systems and automatic fire suppression systems to be installed in buildings, and for the installation, maintenance and inspection of these systems. Chapter 2 of the proposal would contain requirements in accordance with Article 15(2)(d) of the Services Directive for providers carrying out installation and maintenance of fire alarm and detection systems and automatic fire suppression systems.

The proposed Act would also provide for the inspection and maintenance of portable fire extinguishers. Chapter 3 of the proposal would contain requirements in accordance with Article 15(2)(d) of the Services Directive for providers carrying out inspection and maintenance of portable fire extinguishers.

The Act would also contain provisions on the duties and powers of authorities. 

The Act would also lay down requirements concerning certain products and demonstration of conformity (chapter 4). The product requirements would apply, for example, to portable fire extinguishers and smoke alarms.
