The draft Regulation governs the use of radio equipment exempt from a frequency authorisation. Annexes to the Regulation lay down technical requirements for the following radio equipment of radio communication services: equipment for mobile terrestrial communication, radio meteorology, space communication; non-specific short range devices; tracking, tracing and data collection systems; broadband data communication systems; railway communication systems; transport and traffic telematics systems; radio sensors; alarm systems; control

of models; inductive; radio microphones; hearing aids; radio frequency identification; active implanted medical equipment; and wireless audio and marine communication equipment. The radio equipment set out in the draft Regulation can be used without a frequency authorisation.

The radio equipment set out in the draft Regulation can be used without a frequency authorisation.

The draft Regulation provides the general and specific conditions for using the radio frequencies for radio equipment exempt from a frequency authorisation, and the technical requirements thereof (radio frequency band used, bandwidth, radiation limits, restrictions to the operating cycle). The relevant harmonised standards have been presented; these are recommended to manufacturers for use in the conformity assessment of radio equipment.
Annexes 1–18 to the draft Regulation lay down specific requirements for radio equipment, which consist of the normative and the informative parts. The normative part lays down the conditions and technical requirements (radio frequency band used, bandwidth, radiation norms, modulation) for the use of radio equipment and preconditions for planning radio frequencies. The informative part states relevant harmonised standards recommended for use in the conformity assessment and certification of radio equipment and states the notification number received upon notification to the European Commission.
The part concerning specific requirements has been divided into paragraphs for each type of equipment for radio communication services and short range devices, and its structure with regard to radio communication services and objectives for the use of radio frequency bands is in accordance with Electronic Communications Committee (ECC) Decision CEPT/ECC/DEC/(01)03 and the European Communications Office's (ECO) Frequency Information System.
Annexes 1–18 are in accordance with the radio interfaces form drawn up in 2008 by the Joint Working Group of the Telecommunications Conformity Assessment and Market Surveillance Committee (TCAM) and the Radio Spectrum Committee (RSC) of the European Commission.
