The proposed amendment to the "Regulation on Safety Standards etc. of Cosmetics" is as follows:

1) Addition of prohibited ingredients in cosmetics

- Addition of 2-nitro-p-phenylenediamine, 2-amino-4-nitrophenol, 2-amino-5-nitrophenol, 2-amino-5-nitrophenol sulfate, o-aminophenol(2-aminophenol) sulfate, 2-chloro-p-phenylenediamine sulfate and m-phenylenediamine sulfate to the list of prohibited hair dye ingredients.

2) Changes to the maximum concentration limit in cosmetics

- 2,4-diaminophenol HCl : 0.5%→0.02% - Sodium perborate,

- Sodium perborate monohydrate : 12.0%→7.0%
