EAAV supplements the separately notified “Regulation on the Amendment of the Regulation on theDetection of Electrotechnical Properties of Energy Installations” (NELEV-ÄndV) with specific material-technicalrequirements for energy installations.

Regulation on Technical Requirements for Energy Installations (Energy Installation RequirementsRegulation – EAAV [Energieanlagen-Anforderungen-Verordnung])

As a result of the simultaneously and separately notified NELEV-ÄndV, the ‘Forum Netztechnik/Netzbetrieb’[Forum Netztechnik/Netzbetrieb] (FNN) in the VDE Verband der Elektrotechnik Elektronik Informationstechnike.V. has to adapt the so-called “Technische Anschlussregeln” [Technical connection rules] (TCR). However, inorder to allow for the immediate entry into force of the facilitation in the NELEV, i.e. even before the adaptationof the TCR by the FNN has taken place, technical requirements for the installations covered by the NELEVAmendment Regulation will be established for extent for the transitional phase with the EAAV to a limitedextent by way of a regulation. These installations shall then be subject to the requirements for installationsconnected to a low-voltage general supply network; this is intended to facilitate future mass business. At thesame time, the requirements will be extended to include system security aspects; this takes account of thesystemic stability of the electricity supply networks. In the transitional phase until the adjustment of the TCR bythe FNN, this is regulated in a simplified form on the basis of a few additional requirements in this EAAV. Thus,these systems must meet the setting values for frequency capability and protection according to the TCR anddeactivate the island network detection.
