Draft Implementing Decree amending Ministry of Agriculture Implementing Decree No 474/2000 laying down requirements for fertilisers, as amended

The draft amendment to Ministry of Agriculture Implementing Decree No 474/2000 laying down requirements for fertilisers, as amended, implements, in particular, the new authorising provisions under § 9(10)(e) of the amendment to the Fertilisers Act, laying down cumulative limits for hazardous elements in all types of inputs into soil.

The following are the key principles of the draft amendment to the Implementing Decree:
• new specification of the limit for applied copper so that it takes into account the amount introduced into soil through plant protection products and thus prevents circumventing of the limit by declaring these products as fertilisers (while in reality they are being used for their fungicidal effect),
• modification of terminology – auxiliary plant preparations are renamed plant biostimulants in accordance with the amendment to the Fertilisers Act (print 755),
• modification of the limits for hazardous elements in fertilisers, auxiliary soil agents, plant biostimulants and substrates,
• setting of the maximum share of waste from wastewater treatment plants in the raw material composition of the final batch of a fertiliser when producing composts at 40 % of the matter,
• revision of the types of fertilisers, auxiliary soil agents and substrates.
