Use of pyrotechnic articles (consumer fireworks), namely composite fireworks and external support.

No IENM/BSK-2017/118089, amending the Consumer and Theatrical Pyrotechnic Articles (Designation) Order [Regeling aanwijzing consumenten- en theatervuurwerk] in respect of the designation of composite fireworks and the external support and amending the Miscellaneous Pyrotechnic Articles Order [Regeling overige pyrotechnische artikelen]

With the amendment to the harmonised European standard for firework articles (NEN-EN 15947 series), composite fireworks and batteries and combinations with external supports have been added to the series. In order to ensure the safe possession and use of such fireworks articles by consumers, the aforementioned harmonised NEN standards need additional requirements and restrictions for the composition of the fireworks before the relevant firework articles may be allowed on the Dutch market. The present amendment to the Consumer and Theatrical Pyrotechnic Articles (Designation) Order designates the aforementioned category of fireworks as consumer fireworks in the Netherlands.

Articles A (amendment to Article 1), B (amendment to Article 2) and C (amendment to Annex I - Table of consumer fireworks) may contain technical regulations. The technical regulations define the required components of external supports and of composite fireworks.

An external support for consumer fireworks may consist only of a plastics pin or a metal bracket.

With the present amendment to the Consumer and Theatrical Pyrotechnic Articles (Designation) Order, the Netherlands has decided to allow fireworks of these types. The same applies to fireworks of these types and this category (F2) that have been produced elsewhere in the EU. The present amendment is therefore in line with the principle of mutual recognition.
