Resolución N° 087-2016-ARP-SFE (Resolution No. 087-2016-ARP-SFE)

1. The notified text establishes the following mandatory phytosanitary requirements for
imports of cut roses (Rosa spp.) from Colombia:
a. Shipments require an official phytosanitary certificate issued by the country of
origin, which indicates, in the section for additional declarations, that they are free
from Aspidiotus nerii, Icerya purchasi, Icerya seychellarum, Pseudococus
calceolariae, Maconelicoccus hisutus, Frankliniella schultzei, Thrips palmi and
Scirtothrips dorsalis;
b. Exporting companies must be registered with the Colombian Agricultural Institute
(ICA), which will certify that the flowers have been produced in accordance with the
phytosanitary management and pest monitoring practices indicated in the rose
production system phytosanitary characterization document.
2. Shipments will be inspected upon arrival in the country by officials from the State
Phytosanitary Service at the point of entry, who will verify compliance with the
phytosanitary requirements.
3. Failure to comply with the phytosanitary requirements established in this Resolution
will be punishable under Law No. 7664 (Plant Protection Law) and its implementing
regulations.
