This draft regulation stipulates technical requirements and management requirements to ensure the safety for hand-held lawn mowers used in agriculture and forestry.

This draft regulation does not apply to hand-held lawn mowers imported or domestically manufactured before the entry into force of this regulation. This draft regulation applies to organizations and individuals who manufacturer, import, distribute and trade hand-held lawn mowers used in agriculture and forestry (hereinafter referred to as enterprises). State administrative authorities and other relevant organizations and individuals.
