The draft Law of Ukraine "On Amendments to the Law of Ukraine of 4 February 2021 No. 1206-IX on "Veterinary Medicine"" is developed in order to improve the current legislation in the field of animal health and welfare and remove inconsistencies with EU legislation.

The draft Law suggests the comprehensive regulation of the key issues related to:

1)    improvement of state veterinary and sanitary control (supervision) measures regarding marketing of veterinary drugs;

2)    production, marketing, registration (authorization) and use of veterinary drugs;

3)    issuance of accompanying veterinary documents and international veterinary certificates;

4)    activities of licensed veterinarians and veterinarians of licensed veterinary establishments;

5)    alignment of licensing of business activities relating to veterinary practice, production, wholesale and retail sale, and import of veterinary drugs with licensing legislation requirements.

The draft Law has been prepared taking into account suggestions received from entities engaged in veterinary activities, veterinarians, associations of producers and importers of veterinary drugs, and products of animal origin.

The revised draft Law, compared to the previous version (notified in G/SPS/N/UKR/208), improves terminology, clarifies the authority of the central executive body that formulates and implements state policy in the field of veterinary medicine, specifies general requirements for state registration (authorization) and the procedure for state registration (authorization) of veterinary drugs.

It also sets out requirements for the content of a brief description of veterinary drugs, requirements for the production and import of veterinary drugs, conditions for licensing of economic activities related to the production and import of veterinary drugs, provisions on the circulation of veterinary drugs, defines the obligations of market operators engaged in production or import of veterinary drugs, and defines the peculiarities of state registration (authorization) of veterinary drugs intended for limited markets.

The draft Law is also notified in accordance with the provisions of the TBT Agreement (in terms of conditions for licensing of economic activities related to the production and import of veterinary drugs, requirements for state registration (authorization), production and import of veterinary drugs).
