Fresh Food of Plant Origin (fresh fruits, vegetables, grains, nuts, pulses and estate/private crops)

Regulation of the Minister of Agriculture of the Republic of Indonesia No. 55/PERMENTAN/KR.040/11/2016 concerning Food Safety Control on the Importation of Fresh Food of Plant Origin

This Regulation substitutes the Regulation of the Minister of Agriculture No. 04/Permentan/PP.340/2/2015 concerning Food Safety Control on Importation and Exportation of Fresh Food of Plant Origin, and Regulation of the Minister of Agriculture No. 13/Permentan/Kr.040/4/2016 concerning Revision to the Regulation of the Minister of Agriculture No. 04/Permentan/PP.340/2/2015 concerning Food Safety Control on Importation and Exportation of Fresh Food of Plant Origin.

This Regulation has been stipulated and entered into force on 18 November 2016.

This Regulation covers:

a.  Types of Fresh Food of Plant Origin (FFPO) commodities and contaminants;

b.  Import requirements;

c.  Recognition for food safety control system and registration of food safety testing laboratories of a country;

d.  Import control;

e.  Monitoring;

f.  Suspension and revocation of recognition, revocation of registration, and closure of FFPO importation from countries with a non-recognized food safety control system and a non-registered laboratory;

g.  Food safety emergency situation.

This Regulation regulates some specific changes of the Regulation of the Minister of Agriculture No. 04/2015 as follows:

a.  Reduction of the type of regulated FFPO from 103 into 100 commodities. Dates, cocoa beans and olives are excluded;

b.  The mechanisms of FFPO Safety Control are as follows:

-  Recognition of food safety control system of origin country;

-  Registration of food safety testing laboratory/ies in exporting country;

-  Food safety inspection of FFPO importation from countries with a non-recognized food safety control system and a non-registered laboratory;

c.  Changes in format and issuance of required documents;

d.  Provisions of food safety control for exportation of FFPO will be regulated in a separate regulation.

Country recognition of food safety control systems and registration of testing laboratories for FFPO that have been approved before the entry into force of this Regulation remain valid until it expires.

Once this regulation has entered into force, the Regulation of Minister of Agriculture No. 04 of 2015 and No. 13 of 2016 will be revoked.
