The proposed Regulations will appy to cargo ships of 24 meters in length (L) and above, including high-speed cargo craft, which carry more than 12 industrial personnel. For further details, see Section 1 of the DTR.

Proposed Regulations concerning cargo ships carrying industrial personnel

In addition to implementing SOLAS chapter XV and the IP Code in Norwegian law, the draft technicalregulations (DTR) widen their scope of application, cf. item 6 above. For cargo ships (including high-speedcargo craft) of 500 gross tonnage and above, the international regulations will fully apply, on both internationaland national voyages. For ships below 500 gross tonnage, the DTR makes adjustments, but in general, or as astarting point, these ships are also to comply with SOLAS chapters II-V (cf. the requirement for certificationaccording to SOLAS chapter I) or chapter X (HSC Code), cf. reg. XV/5, in addition to chapter XV (IP Code).Within the scope of application, foreign ships will also be required to comply with the Norwegian regulations.However, compliance with equivalent flag state requirements will be accepted.

SOLAS chapter XV and the IP Code contain safety measures for ships carrying industrial personnel. Personsmay, on certain conditions, be transported and accommodated on board cargo ships in a greater number thanis allowed for passengers. The conditions concern both the category of persons who may be carried as"industrial personnel" and additional safety measures to allow for additional risk factors such as transfer ofpersonnel and the number of persons on board.
For Norwegian ships the DTR introduces a new national trading certificate for high-speed cargo ships below500 gross tonnage carrying more than 12 industrial personell with the title: Trading certificate for high-speedcargo ships carrying industrial personnel. This certificate may be issued to cargo ships complying with relevantparts of the DTR, in general, the HSC Code as modified by the DTR and the IP Code.
Cargo ships below 500 gross tonnage, not certified as a high-speed craft, are unlikely to be used for thecarriage of more than 12 industrial personnel, but based on an application process, a special permit to carrymore than 12 industrial personnel may be issued, cf. the DTR section 20.
