The Draft Technical Regulations (DTR) apply to Norwegian mobile offshore units.

Draft Regulations concerning amendments to the Regulations of 2 February 2016 No. 90 on evacuation endlife-saving appliances on mobile offshore units, and Regulations of 1 July 2014 No. 955 on radiocommunication equipment for Norwegian ships and mobile

The DTR proposes amendments to Regulations of 2 February 2016 No. 90 on evacuation end life-savingappliances on mobile offshore units and to Regulations of 1 July 2014 No. 955 on radio communicationequipment for Norwegian ships and mobile offshore units.

The DTR proposes amendments in Section 36 (1) of the Regulations of 2 February 2016 No. 90 to ensure thatthe maintenance program satisfy SOLAS Regulations III/20 and III/36 as specified in MSC.402(96)(Requirements for maintenance, thorough examination, operational testing, overhaul and repair of lifeboatsand rescue boats, launching appliances and release gear). The requirements in MSC.402(96) does not applydirectly to mobile offshore units, but will now be mandatory in addition to Reg. III/20 and 36.
The DTR also includes correcting errors that have been identified and clarify ambigous wording to avoid anymisunderstanding. In addition, some of the existing requirements are deemed unnecessary and are thereforeproposed to be removed. The requirement for emergency radio communications equipment in Regulations of 2February 2016 No. 90 Sections 16 and 28 is moved to Regulations of 1 July 2014 No. 955 Section 7, but nonew requirements are added.
