Regulations amending the Swedish Transport Agency’s regulations and general advice (TSFS 2010:125) onmedical requirements for holding a driving licence etc.

The draft regulations lay down medical requirements regarding visual functions for holding a driving licence.The requirements concern visual acuity, visual field, diplopia, contrast sensitivity, twilight vision, glare sensitivityand monitoring in the case of progressive eye disease. The draft regulations also stipulate that visual fieldtesting must be carried out using static perimetry in an Esterman program or in an equivalent program if visualfield impairments are suspected. Today, the central 20 degrees of the visual field are checked using a moredetailed and sensitive method. Under the draft regulations, however, the entire visual field is to be measuredusing static perimetry in an Esterman program. The draft imposes lower demands on the visual field.

The draft also lays down requirements for the content of vision certificates, which are needed when applyingfor a driving licence or when holding a driving licence. Requirements on who can certify information aboutvision are also being changed. For example, sight screening can no longer be certified by driving schoolemployees. It must now be certified by an optician or doctor.
