These technical standards concern produce from organic production, the framework of which is laid down inRegulation (EU) 2018/848 on organic production and labelling of organic products.

Since 1 January 2022, the organic production system has been regulated by Regulation (EU) 2018/848 ofthe European Parliament and of the Council, of 30 May 2018, on organic production and labelling of organicproducts and repealing Council Regulation (EC) 834/2007, by the other implementing regulations anddelegated regulations implementing it, and by Regulation (EU) 2017/625 of the European Parliament and ofthe Council, of 15 March 2017, on official monitoring and other official activities carried out to ensure theimplementation of food and feed law, and of the rules on animal health and welfare, plant health and plantprotection products.

European legislation provides that the competent authorities of the Member States may establish certainimplementing provisions for that legal framework until they are adopted at European level, such as productionstandards for certain animal species or certain production standards provided for in Part II, Annex II toRegulation (EU) 2018/848.
In Catalonia, these provisions are set out in this document containing technical standards for organic agri-foodproduction. It aims to supplement European legislation in the areas not provided for by the applicableEuropean legislation.
The development of the organic production sector in Catalonia, the emergence of new needs related tolivestock production and the entry into force of this new European regulatory framework gives rise to the needto establish technical standards that respond to these requirements.
The document consists of three sections. The first establishes rules related to organic quail breeding, the useof synthetic vitamins in ruminant feed, the rest period of poultry yards, slow-growing poultry strains and the listof cleaning products that may be used in premises and facilities used for plant production. The other twosections establish specific production standards for heliculture and for the breeding of insects other than bees,respectively, as these species are not regulated by European legislation.
