Draft Law amending Articles 2, 6, 7, 7-1, 7-2, 10 and 11-2 of Law No IX-517 on the management ofpackaging and packaging waste and supplementing the Law with Article 10-1 and amending Law No VIII-787on the waste management of the Republic of Lithuania

The draft Law amending Articles 2, 6, 7, 7-1, 7-2, 10 and 11-2 of Law No IX-517 on the management ofpackaging and packaging waste and supplementing the Law with Article 10-1 and amending Law No VIII-787on the waste management of the Republic of Lithuania the corresponding proposed provisions are intended toestablish a regulation which expressly provides that the financing of the management of packaging waste andother secondary raw materials collected together with packaging waste in municipal waste managementsystems organised by municipalities must be the responsibility of producers and importers placing packagedproducts on the Lithuanian market through licensed producer and importer organisations. This obligationconsists of:

1) reimbursement of the costs of separate collection, transport, preparation for recovery, including pre-treatment, of packaging waste and other secondary raw materials collected together with packaging waste inmunicipal waste management systems organised by municipalities;
2) financing of the infrastructure of the separate collection system, its installation, maintenance, renewal,development and the provision of separate collection and transport services, as well as the administration ofsuch services and activities, of packaging waste generated in the municipal waste stream and other secondaryraw materials collected together with packaging waste in municipal waste management systems organised bymunicipalities.
The order of the Minister of the Environment will approve a list of packaging waste and other secondary rawmaterials which will be collected by separate collection together with packaging waste in municipal wastemanagement systems organised by municipalities, to be followed by all interested parties, includingmunicipalities and organisations of producers and importers placing packaged products on the Lithuanianmarket.
