The preliminary draft Law regulates the provision of the vehicle technical inspection service

(ITV) in Catalonia. Main aspects:
- It establishes an administrative authorisation regime, within the framework of a free-access
market: any inspection operator who meets the requirements to carry out the activity is authorised.
- It sets the requirements and obligations to be met by fixed and mobile stations where this service
is provided. It places special emphasis on/has as objectives:
* Ensuring the technical competence of operators through ENAC (Spanish National Accreditation Body)accreditation
* Ensuring the quality of the inspection
* Ensuring the environmental sustainability of stations
* Ensuring the provision of the service throughout the territory
* Ensuring the provision of service to all types of commercial vehicles
- It establishes up a system of maximum rates. No station can exceed the maximum rates set by theadministration. It protects station users in very isolated areas from exorbitant rates.
- It establishes the procedures for authorisation, suspending authorisation and revoking authorisation.
- It defines the monitoring and supervision of the administration
