Proposal for Regulations on Technical Requirements for Building Works

The consultation paper comprises the draft Technical Building Works
Regulations (TEK17) to replace the current regulations on technical
requirements for building works of 26/03/2010 (TEK10). The Technical
Building Works Regulations govern the properties and qualities that are
mandatory for building works to be erected legally in Norway. The
Technical Building Works Regulations set out requirements concerning the
safety levels that must be met in the finished building works but the
regulations do not set out any requirements concerning the products that
must be used.

The new Technical Building Works Regulations (TEK17) are
predominantly a continuation of the current Technical Building Works
Regulations (TEK10). The main purpose of the consultation paper for the
new Technical Building Works Regulations is to make the regulations
simpler and less ambiguous. The rules concerning requirements for
building works and building processes are extensive and complex.
Regulations that are easier to understand are also easier to comply
with. The Authority proposes changes to the requirement and performance
levels that will contribute to lower building costs, primarily for
dwellings. The proposed changes could also contribute to reduced time
consumption both during design and during the local authority's
processing of building applications.
