Energy Conservation Program: Energy Conservation Standards for General Service Lamps

On 19 January 2017, the U.S. Department of Energy (DOE) published two final rules adopting revised definitions of general service lamp (GSL), general service incandescent lamp (GSIL) and other supplemental definitions, effective 1 January 2020 (G/TBT/N/USA/874/Add.8 and G/TBT/N/USA/874/Add.9). DOE has since determined that the legal basis underlying those revisions misconstrued existing law. As a result, DOE is issuing this notice of proposed rulemaking (NOPR) (also notified under Article 2.9.2 as G/TBT/N/USA/1440) proposing to withdraw the definitions established in the 19 January 2017, final rules. DOE proposes to maintain the existing regulatory definitions of GSL and GSIL, which are the same as the statutory definitions of those terms.
