The energy related products covered by this Regulation shall be determined by implementing regulations to be published by relevant competent authorities. 

This Regulation shall not apply to means of transport for persons or goods.

This Regulation and the implementing regulations adopted pursuant thereto shall be without prejudice to Community waste management legislation and Community chemicals legislation, including Community legislation on fluorinated greenhouse gases.
