Draft Amendments to the Railway Act and the Mass Rapid Transit Act (2 page(s), in English; 4 page(s), in Chinese)

With a view to ensuring safety of public transportation systems and enhance the quality of public transportation systems, the Railway Bureau proposes to amend the Railway Act and the Mass Rapid Transit Act by establishing a testing and certification system for products to be used in railways and mass rapid transit systems. The proposed amendments involve addition of a new Article to each Act, Article 19-1 to the Railway Act and Article 24-3 to the Mass Rapid Transit Act. Products, which will be designated and announced by the Ministry of Transportation and Communications, have to be certified before they can be used in the rail transportation systems. Details of the testing and certification system, including the items, test procedures, certification requirements and qualification of certification bodies, will be further designed and notified to the WTO after promulgation of revisions to both Acts.
