The notified draft Mexican Official Standard establishes the safety requirements and technical guidelines for the national transmission network and the general distribution networks, which are part of the National Electricity System, in addition to a conformity assessment procedure.

The notified Standard also outlines the obligations and responsibilities of the federal, state and municipal authorities and individuals to ensure that the safety conditions specified during the design and construction of the facilities are met once the electrical infrastructure being incorporated into the National Electricity System's national transmission network and general distribution networks has been built and enters into operation.

The notified Standard applies to the elements that make up the national transmission network and the general distribution networks and that are owned by or under the physical control of the transporter or distributor, regardless of where they are located.

The requirements and guidelines established in the notified Standard are geared towards ensuring the safety of those in the vicinity of the general distribution networks and the national transmission network, taking into account the conditions for their design, construction and entry into operation.

Furthermore, it establishes the guidelines and safety requirements to be met by the authorities and individuals once the electrical facilities of the national transmission network and the general distribution networks have entered into operation, with a view to ensuring that the safety distances with the electrical facilities of the national transmission network and the general distribution networks are observed at all times to protect human safety.

The low voltage electrical facilities in the substations that form part of the national transmission network and the general distribution networks are excluded from this Standard.
