This draft Commission Regulation sets compulsory requirements on:

a) design for reliability (resistance to accidental drops, scratch resistance, protection from dust and water, battery longevity)

b) ability of the product to be disassembled and repaired (such as availability of critical spare parts),

c) availability of operating system version upgrades

d) data deletion and transfer functionalities

e) provision of appropriate information for users, repairers and recyclers

for the products covered. In accordance with Framework Directive 2009/125/EC, products not meeting these requirements will not be allowed to be placed on the EU market.

The draft Regulation is based on the findings of technical, environmental and economic studies which have been carried out with stakeholders from around the world.
