Draft Commission Regulation (EU) amending Annex V to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) (3 pages + 1 page Annex, in English)

The purpose of this draft Regulation for an amendment of Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), is to amend Annexes I and V to the Regulation.

Firstly, the proposed amendments modify these Annexes of REACH by deleting and replacing references to and terms from former legislation. In particular, the word "dangerous" is substituted by the word "hazardous", the first one having become obsolete since the repeal of two Directives in June 2015. Secondly, Annex V to Regulation (EC) No 1907/2006 contains a list of substances exempt from the obligation to register in accordance with Article 2(7)(b) of that Regulation. Annex V should be amended to include an exemption for digestate which results from anaerobic digestion of organic material.
