− land-based bookmaker betting;

− scratch cards sold by means of traditional equipment and telecommunication systems,
– lottery games sold exclusively online.

SZTFH Decree No …/... of the Supervisory Authority for Regulatory Affairs (…) amending SZTFH Decree No 20/2021 of 29 October 2021 on the implementation of tasks relating to the authorisation, management and monitoring of certain types of gambling

With the amendment of SZTFH Decree No 20/2021 of the Supervisory Authority for Regulatory Affairs of 29 October 2021 on the implementation of tasks relating to the authorisation, management and monitoring of certain types of gambling (hereinafter referred to as: Implementing Decree), pursuant to this draft, the aim is to implement the changes which have been made to Act XXXIV of 1991 on gambling operations (hereinafter:

Gambling Act) and which are based on the needs and practical experience derived from the organisation of gambling, in the Implementing Decree as well.
In accordance with the amendment of the Gambling Act, which is subject to a notification procedure (2023/17/HU), multiple player balances and common player balances are introduced to ensure that the balance is linked to the game and not to the player. Considering that the detailed rules for player balances and common player balances are laid down in the Implementing Decree (e.g. detailed rules for managing, terminating, suspending or closing player balances), it is necessary to amend them in order to bring them into line with the Gambling Act.
The draft also lays down a player protection measure for early cash-outs, which are introduced with the amendment of the Gambling Act, based on player needs.
For lottery games sold exclusively by means of telecommunication equipment and systems, the requirements for auditing, data provision, accounting and technical IT conditions are set out in the draft.
The draft also aims to clarify the provisions on lottery tickets, with a view to specifying the relationship between lottery tickets and e-lottery tickets.
