Beverage cartons

Regulation of the State Secretary for Infrastructure and Water Management of [...] amending the Packaging Management Regulation and the Packaging Reporting Regulation regarding the determination of a recycling rate for beverage cartons (Regulation on determining the recycling rate for beverage cartons)

The draft measure obliges producers or importers who place beverage cartons on the market in the Netherlands to recycle a certain percentage of the quantity of beverage cartons that they have placed on the market in the Netherlands in that calendar year. Recycling rates are set as follows:

34 per cent by weight in 2023 (with this percentage referring to the remaining part of the calendar year from the date of entry into force of the draft measure);
37 per cent by weight in 2024;
40 per cent by weight in 2025;
43 per cent by weight in 2026;
46 per cent by weight in 2027;
49 per cent by weight in 2028;
52 per cent by weight in 2029; and
55 per cent by weight in 2030 and for subsequent calendar years.

A provision of mutual recognition is not necessary because the obligations in the draft measure do not result in foreign products not being admitted to the Dutch market.
