This draft Order pertains to mobile machinery and other slow-moving vehicles in the Netherlands.

Order amending the Vehicles Order in connection with further rules on the national type-approval of mobile machinery and certain technical improvements related to the requirements on slow-moving vehicles

Article I of the draft Order contains technical regulations, in the form of an amendment to the Vehicles Order [Regeling voertuigen]. The Order sets requirements for a national type-approval for mobile machinery and amends the requirements for the national approval for other slow-moving vehicles that do not fall under the European Vehicle Regulations (2018/858 and 167/2013). It also amends requirements on the structure of slow-moving passenger cars and buses, agricultural and forestry tractors, low-speed motor vehicles, mobile machinery and trailers towed by the aforementioned vehicles that apply when these vehicles are used on roadways. This includes requirements on dimensions, mass, load, lighting, noise, etc.

A specific mutual recognition clause is not provided. This is not necessary because the rules apply regardless of vehicle origin. For agricultural and forestry tractors, mutual recognition/approval/authorisation already applies for the authorisation, by virtue of Regulation (EU) No 167/2013.
