This regulation relates to measuring instruments that the police use in the traffic. The regulation sets out the technical requirements, as part of the assessment framework, for the Netherlands Measurement Institute (Nederlands Meetinstituut, Nmi), a body to be designated by the Minister of Justice and Security, to grant a certificate as specified in the Regulation on measuring instruments for the police [Regeling meetmiddelen politie].

Regulation on measuring instruments for the police

The Regulation on measuring instruments for the police states that the use of certain measuring instruments by the police in the enforcement of traffic rules requires an examination certificate awarded by the NMI. The Minister of Justice and Security shall set the requirements relating to measuring instrument in an annex to the Regulation on measuring instruments for the police. This annex establishes the Requirements on measuring instruments for police [VMP].

It sets technical requirements on the following measuring instruments: speedometers, braking deceleration meters, pedal force gauges, pressure gauges, wheel load scales, tread depth gauges, traction meters, altimeters, light transmittance meters, moped roller beds, sound level meters and tachometers.
The requirements described on pages 8 to 23 included may contain technical regulations.
The Requirements on measuring instruments for police (VMP) 2021 replace the Requirements on measuring instruments for police (VMP) 1996. The Requirements on measuring instruments for police (VMP) 2021 stipulate several differences from the the Requirements on measuring instruments for police (VMP) 1996. The Requirements on measuring instruments for police (VMP) 2021 add a number of new measuring instruments:
altimeters, light transmittance meters, moped roller beds, sound level meters, tachometers and speedometers.
In addition, the possible limits of error are now simplified. A number of general requirements have also been added. These pertain to a Dutch manual, humidity, electromagnetic effects of electronic measuring devices and the protection of measurement data during storage or shipping. Requirements have also been added for measuring instruments with longer inspection period. Finally, the specific requirements with regard to speedometers are described in a more general way, so that future techniques fit within the regulations.
As mentioned, the Requirements on measuring instruments for police (VMP) were already adopted in 1996 and made available to the Ministry of Justice and Security for inspection. For greater visibility of the Requirements on measuring instruments for police (VMP), it is included as an annex to the Regulation on measuring instruments for the police.
Furthermore, Article 4 of the Regulation on measuring instruments for the police contains a provision on mutual recognition for measuring instruments and their inspection from other EU Member States.
