Decree of [date] amending the Animal Holders Decree [Besluit houders van dieren] and the Veterinarians Decree [Besluit diergeneeskundigen] in relation to improving the identification and registration of dogs and the registration of microchippers

The draft Decree aims to improve dog welfare by facilitating better supervision of compliance with animal health and welfare requirements. The draft Decree contains several measures to this end. These measures concern compulsory pet passports for all dogs, compulsory registration of dog breeders, dog importers and buyers of non-chipped or non-registered dogs, and compulsory registration of owners of transponders with the Dutch country code.

Articles I and II may contain technical regulations. Some of these technical regulations already apply in the Netherlands and are included in the Decree on the identification and registration of animals [Besluit identificatie en registratie van dieren]. The Decree on the identification and registration of animals will be repealed and replaced by, inter alia, the present draft Decree. The following provisions of Article I, Part B, of the draft Decree correspond in substance to provisions in the Decree on the identification and registration of animals and have already been notified: Articles 3.27(1), 3.30(1) and 3.31(1), opening words and (a) and (c) of the Animal Holders Decree.
