Draft Regulation on the specific requirements for the production of foodstuffs of animal origin in slaughterhouses.

The draft Regulation sets out the specific requirements for the production of foodstuffs of animal origin in slaughterhouses. The Regulation applies to large and small ruminants, pigs, birds (broiler chickens, waterfowl, turkeys, ratites and other types of birds) and lagomorphs.

The draft lays down alleviated requirements for slaughterhouses and the adjacent premises for slicing, handling and/or processing. A ‘slaughterhouse’ is a low-capacity slaughterhouse within the meaning of Article 2(17) of Commission Delegated Regulation (EU) 2019/624 of 8 February 2019 concerning specific rules for the performance of official controls on the production of meat and for production and relaying areas of live bivalve molluscs in accordance with Regulation (EU) 2017/625 of the European Parliament and of the Council (ОJ L 131, 17.5.2019).
Animals which are the property of a farmer or those brought from another registered holding of said farmer may be slaughtered at the slaughterhouse. Animals of the same species or a combination of different species may be slaughtered at the slaughterhouse if their total number does not exceed the number of animals, defined as ‘limited number of animals’.
The draft Regulation allows for the slaughterhouse to be built on the grounds of a farm registered as a holding under Article 137 of the Veterinary Practices Act, the owner or the user of which is the farmer, and of which the owner or the user is a group or organisation of producers, recognised by an order of the Minister for Agriculture, Food and Forestry. In the first case, animals which are the property of the farmer who is the owner or user of the farm or animals brought from another registered holding of said farmer are to be slaughtered at the slaughterhouses. In the second case, only animals owned by the members of the group or organisation of producers, who are owners or users of holdings registered in accordance with Article 137 of the Veterinary Practices Act and located in the same and/or neighbouring administrative districts as per the registration of slaughterhouses, are to be slaughtered.
The draft also lays down the number of animals in units which may be slaughtered at the slaughterhouse without exceeding the following figures:
а) large and small ruminants, pigs and ratites – 1 000 units p.a.;
b) broiler chickens, waterfowl and turkeys, other types of birds (Japanese quails, guinea fowl, pheasants, partridges) and lagomorphs – 150 000 animals p.a.
