Article XIII of the draft Order contains technical regulations, in the form of an amendment to the Order on vehicles. It sets requirements that the structures of agricultural and forestry tractors, reduced-speed motor vehicles, mobile machinery and trailers towed by the aforementioned vehicles must meet when used on roads. This includes requirements on dimensions, masses, load, lighting, noise, etc. A specific mutual recognition clause is not provided. This is not necessary because the rules apply regardless of vehicle origin. For agricultural and forestry tractors, mutual recognition/approval/authorisation already applies for the authorisation by virtue of Regulation (EU) No 167/2013. The requirements in the draft Order do not detract from this.
