Draft Order amending and supplementing Technical Regulation GP 123-2013: Guidelines regarding the planning and execution of thermal rehabilitation works on apartment blocks, approved by Order No 2211/2013 of the Minister for Regional Development and Public Administration

The guidelines regarding the planning and execution of thermal rehabilitation works on apartment blocks, Ref. GP 123-2013, cover the planning and execution of thermal rehabilitation works on building envelopes and heating systems necessary to increase the energy performance of apartment blocks.

GP 123-2013 covers the necessary provisions for design engineers and contractors, as well as those parties involved, as regards the normative acts/technical regulations that need to be complied with when planning and executing rehabilitation work, the minimum performance classes and levels of complete systems and the products of which they are composed (mainly thermal insulation and waterproofing) and the requisite conditions for execution of the various categories of works and their coordination at a technological level.
The Order amending and supplementing Technical Regulation GP 123-2013: Guidelines regarding the planning and execution of thermal rehabilitation works on apartment blocks amends the minimum values for mineral wool products intended for use in compact thermal systems:
amendment of the minimum compressive strength value at 10 kPa, amendment of the minimum value for tensile strength exerted perpendicular to the faces (TRi) at 7.5 kPa for anchored systems and elimination of the requirements regarding the concentrated loading of mineral wool products. It similarly amends the thickness tolerance for thermal insulation laid on floors under screed, from T6 to T4.
The above-mentioned guidelines are intended for design engineers, project verifiers, technical experts, building energy auditors, contractors, technical and operational managers, site managers, economic operators in the field, public authorities, verification and inspection bodies, investors, owners and other interested parties.
