For a vehicle of categories N2, N3, O3 and O4 intended for the transport of goods, the Regulation applies to the vehicle’s national small-series type-approval, individual approval, modification inspection, registration inspection in the case of a non-EC or EU type-approved vehicle and its use in traffic.

In the case of a vehicle with EC or EU type-approval, the Regulation applies to the extent of the provisions concerning the use of the vehicle and relating to securing a load.

The Regulation does not apply to vehicles of historic interest.

Bodywork and securing a load

The Regulation lays down the provisions referred to in the Vehicles Act (1090/2002) and the Road Traffic Act (729/2018):

1) in terms of the approval of a vehicle:

a. on requirements of the bodywork and cargo spaces of vehicles used for the transport of goods;

b. on the anchorages used for securing a load as well as on protective structures;

2) on the items to be used for strapping and securing a load;

3) on the methods used for securing a load and on taking into
account the retaining capacity of the frictional force to be considered
when determining how strongly the cargo has been secured;

4) the limit values of decelerations related to driving conditions referred to in § 109(1) of the Road Traffic Act.

The issuance of the regulations referred to in paragraphs 3 and 4
is conditional on that the power to issue regulations proposed for the
Finnish Transport and Communications Agency is approved for inclusion in
the Road Traffic Act.
