A minimum price of DKK 4 is laid down for plastic carrier bags with a thickness exceeding 30 microns and carrier bags of materials other than plastic which are provided at the point of sale for goods or products.

Order relating to certain requirements for packaging

The Order lays down a minimum price of DKK 4 for carrier bags which are provided at the point of sale for goods or products. The Order should be seen in conjunction with the adoption of a Bill amending the Act on Environmental Protection and the Packaging Act. (Ban on free provision of carrier bags and ban on provision of thin plastic carrier bags)

In addition to laying down the minimum price, changes have also been made in several of the definitions in the Order, so that these are consistent with the revised packaging directive from 2018. These include the definitions of “disposal”, “reuse” and others.

The Order transposes part of Directive (EU) 2015/720 of the European Parliament and of the Council of 29 April 2015 amending Directive 94/62/EC as regards reducing the consumption of lightweight plastic carrier bags as well as parts of Directive (EU) 2018/852 of the European Parliament and of the Council of 30 May 2018 amending Directive 94/62/EC on packaging and packaging waste.

It is proposed that the Order should enter into force on 1 July 2020. The requirement to charge the minimum price enters into force on 1 January 2021, at the same time as the ban in the Act on free provision.
