Heavy goods vehicles with a permitted total weight of over 7.5 t.

Heavy goods vehicles are trucks and articulated vehicles. In particular, this does not include buses, semi-trailer tractor units or specialised and special purpose road motor vehicles.

Heavy goods vehicles with built-in turning assistant systems are exempt from the ban. Road traffic monitoring with cameras and monitors alone is not to be regarded as a sufficient turning assistant system. Rather, a turning assistant system must actively warn of moving persons in the blind spot when turning right by means of optical, acoustic or haptic signals. In any case, the requirements listed in the funding guideline of the Federal Ministry for Transport, Innovation and Technology for equipping motor vehicles with right-turn assistance systems describe a sufficient turning assistant system

According to this funding guideline, the right-turn assistant system must meet one of the following requirements (see point 4.4):

- there is a type approval issued by the German Federal Motor Transport Authority or an expert opinion from an accredited technical service confirming that the right-turn assistant system complies with the provisions in the ‘Recommendations on technical requirements for turning assistant systems for equipping and retrofitting commercial vehicles with a permitted total weight of > 3.5 tonnes and buses with more than nine seats including the driver’s seat for the issuing of a type approval for turning assistant systems’, promulgated in the German Traffic Gazette, issue 19 - 2018, p. 719;

- there is an expert opinion from an accredited technical service confirming that the right-turn assistant system meets the technical requirements for turning assistant systems for equipping motor vehicles in accordance with the annex to this funding guideline;

- there is an approval issued by the competent authority of a contracting party to the amended Convention on Road Traffic of 1958, OJ L 274, 11.10.2016, p. 4, in accordance with the provisions in the document of the UN WP29 ECE/TRANS/WP.29/2019/28 or an expert opinion from an accredited technical service, which confirms that the right-turn assistant system complies with the provisions in the aforementioned document of the UN WP29.

Confirmation of the correct installation from the vehicle manufacturer must be provided in all cases. For right-turn assistant systems that have been retrofitted to a vehicle that has already been approved, one of the documents mentioned in 4.4.1 must be provided, as well as the confirmation of a body authorised to assess vehicles of classes N2 and N3 in accordance with § 57a KFG 1967 regarding correct installation in line with the installation requirements of the manufacturer of the right-turn assistant system or the vehicle manufacturer.

Ordinance of the Vienna City Administration on the ban on trucks turning right

In accordance with § 43(8) in conjunction with $ 94b of the Road Traffic Ordinance (Straßenverkehrsordnun - StVO 1960), the following is hereby decreed:

1. In the territory of Vienna, turning right is banned for heavy goods vehicles without a turning assistant system with a permitted total weight of over 7.5 t.

2. This Ordinance enters into force on 1 January 2021.
