Government bill for the Vehicles Act and related acts

The Vehicles Act would be revised to align with Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles and their trailers. The Vehicles Act would no longer provide for the approval and market surveillance procedures laid down in the Regulation. Redundant and contradictory regulation would be removed. In the future, the Vehicles Act would, in principle, only provide for the approval and market surveillance of national vehicle categories. The status of market surveillance would be strengthened by providing for a new penalty that

could be imposed on economic operators for infringements related to vehicle regulation.

The bill would also implement Regulation (EU) 2019/1020 on market surveillance. Under the draft Vehicles Act, the Finnish Transport and Communications Agency would function as the market surveillance authority referred to in the EU Regulation with regard to the market surveillance of vehicles, systems, components, separate technical units, parts and equipment. The competence of the market surveillance authority would be amended to align with the Regulation on market surveillance.
