Blending of sustainable biofuels into diesel and petrol.

Draft Royal Decree amending Articles 3 and 4 of the Royal Decree of 4 May 2018 establishing the minimum nominal volumes of sustainable biofuels to be contained in the volumes of fuels released annually for consumption

The draft Royal Decree, submitted for notification, provides that the proportion of sustainable biofuels in diesel and gasoline be increased from 8.5% to 9.55% (energy).

A transitional measure is planned for the 2020 calendar year to take into account the necessary deadlines for publication, namely 8.5% during the first quarter and 9.9% during the second, third and fourth quarters.

The contribution of sustainable biofuels produced from cereals and other starch-rich crops, sugars and oilseed crops and from crops that, as main crops, are primarily cultivated on agricultural land for energy purposes will remain limited to 7% in line with Directive 2009/28/EC.

The draft also retains the obligation to blend 0.1% sustainable biofuels that are produced from raw materials mentioned in Annex IV to the Royal Decree of 16 July 2014. The aim of Annex IV is to implement Annex IX to Directive 2009/28/EC.
