The proposed Ordinance concerns the storage of pyrotechnic articles and substances as defined in the Pyrotechnics Act 2010 [Pyrotechnikgesetz 2010, PyroTG 2010], Federal Law Gazette I No 131/2009, up to a maximum stored quantity of 10,000 kg net explosive mass in commercial production facilities and temporary commercial facilities.

Ordinance of the Federal Minister for Digital and Economic Affairs on the storage of pyrotechnic articles and substances in commercial production facilities and temporary commercial facilities 2020 (Pyrotechnics Storage Ordinance [Pyrotechnik-Lagerverordnung 2020, Pyr-LV] 2020)

The planned Ordinance repeals the Ordinance on the storage of pyrotechnical objects in commercial production facilities 2004 (Pyrotechnics Storage Ordinance 2004 [Pyrotechnik-Lagerverordnung 2004, Pyr-LV 2004]), Federal Law Gazette II No 252/2004, as amended by the Ordinance published in Federal Law Gazette II No 133/2015.

Instead of the gross mass of pyrotechnic articles, the provisions are now based on net explosive mass. Pyrotechnic articles and substances are classified in storage classes (1.4S, 1.4G, 1.3G and 1.1G) in accordance with the ADR transport classes; the provisions on storage are mainly based on this classification. The storage of small net explosive masses in certain storage classes (especially 1.4G and categories F 1 and F 2 of class 1.3G) is subject to simplified storage conditions. The calculation of safety distances for storage classes 1.3G and 1.4G is based on formulas which depend on the stored quantity.
