Decree on health requirements for movements of bovine, ovine and caprine animals in the Basque Autonomous Community.

The technical regulation’s aim is to lay down health requirements that must be met for movements of bovine, ovine and caprine animals in the Basque Autonomous Community.

The recognition of the Basque Autonomous Community as free of ovine/caprine and bovine brucellosis enables the competent authorities of the place of origin to exempt animals from those species that are being moved from health checks for those diseases, and permits the competent animal health authorities to decrease the frequency of the checks required on farms for the maintenance of health status. It is therefore necessary to develop legislative measures that make it possible to carry out health checks on the movement of bovine, ovine and caprine animals, particularly at their destinations.

In addition, the prevalence rates of bovine tuberculosis in the Basque Autonomous Community are such that starting the process for the European Union authorities to recognise it as a region free of bovine tuberculosis seems a reasonable aim. In order to strengthen that aim, it is proposed that the tuberculosis eradication programme be extended to cover goats, and that the draft technical regulation should make the programme mandatory.

As a general rule, it is specified that for all livestock movements, at least one health check must be carried out relating to the diseases covered by the technical regulation, appropriate to the species, sex and age of the animals, with the specificities and exceptions laid down in the technical regulation.
