Requirements for technical systems with a significant effect on the energy performance of buildings

This regulation establishes requirements for installing, replacing or retrofitting technical systems which have a significant effect on the energy performance of buildings. The draft replaces Regulation No 52 of the Minister for Economic Affairs and Infrastructure of 2 June 2015 laying down requirements for technical systems that consume significant amounts of energy (hereinafter ‘Regulation No 52’). In accordance with Directive (EU) 2018/844, the composition of technical systems subject to the requirements of the draft has been expanded compared to the composition of the technical systems subject to the requirements of Regulation No 52. However, in comparison with Regulation No 52, the draft excludes the general requirements for technical systems, as these are laid down in the Building Code. Technical regulations are not set out under general requirements. The draft requirements are applicable only to existing buildings undergoing remodelling work which is smaller in scope than major renovation. The requirements for the technical systems of new buildings and existing buildings undergoing major renovation are set out in Regulation No 63 of the Minister for Entrepreneurship and Information Technology of 11 December 2018 laying down minimum requirements for the energy performance of buildings.
