No IENW/BSK-2018/ 270151, amending the Regulation on traffic lights [Regeling verkeerslichten] in connection with updates to the NEN standards and a large number of other minor amendments

The draft measure places requirements on traffic control systems. Article 1 paragraph 1, point 1 parts h, i and k, point 5 part b, points 6, 6a, 9, 10, 13, 17, 19, 22, 28, 30, 39, 43, 46, 47 parts ea and h, 51, 55, 57, 74, 99, 101, 105, 107, 116, and 118 to 130 may contain technical regulations.

In Article 1 paragraph 1, point 1, 6 and 28, updated NEN standards are imposed. The Regulation was previously notified under No 97/0640/NL, 99/0237/NL and 2000/0689/NL. A number of minor points are also clarified or amended, for instance to include a more precise definition of certain dimensions. Requirements are also defined for roundabout access lights and for acoustic signals at pedestrian lights and at flashing amber lights for public transit lanes.

In terms of protecting legitimate interests, namely the public interest of road safety, a mutual recognition clause has not been included. Traffic control systems can be purchased from any company inside or outside the EU. To ensure road safety, however, these systems must all meet the same requirements as contained in this Order.
