In accordance with the provisions of Law No XIII-1161 of the Republic of Lithuania amending Articles 1, 2, 3, 4 and103, renumbering and amending Article 211 of Law No VIII-602 on the control of narcotic drugs and psychotropic substances, and adding to Article 61and Section 41 (hereinafter 'Law No XIII-1161') adopted by the Seimas (Lithuanian Parliament) of the Republic of Lithuania on 17 May 2018, market restriction measures shall be introduced regarding two chemical substances along with the proposal to include them in the newly approved List IV of narcotic drugs and psychotropic substances. The draft proposes including 1,4–Butanediol (1,4–BD) and gamma-Butyrolactone (GBL) in List IV.

Draft order of the Minister for Health of the Republic of Lithuania on the amendment of Order No 5 of the Minister for Health of the Republic of Lithuania of 6 January 2000 adopting the lists of narcotic drugs and psychotropic substances

Law No XIII-1161 of the Republic of Lithuania amending Articles 1, 2, 3, 4 and 103, renumbering and amending Article 211 of Law No VIII-602 on the control of narcotic drugs and psychotropic substances, and adding to the Article 61 and Section 41 established List IV for narcotic drugs and psychotropic substances which is to include narcotic drugs and psychotropic substances that may be used for healthcare purposes and/or for the purposes of industry not related to pharmaceutical products, but that are hazardous to human health due to their harmful effects when abused. The draft order of the Minister for Health of the Republic of Lithuania on the amendment of Order No 5 of the Minister for Health of the Republic of Lithuania of 6 January 2000 adopting the lists of narcotic drugs and psychotropic substances proposes including such substances as gamma-Butyrolactone (GBL) and 1,4–Butanediol (1,4 BD) in List IV entitled 'Narcotic drugs and psychotropic substances permitted for use for medical purposes and/or for industrial purposes not related to pharmaceutical products' which is currently being drawn up. These substances are used in the chemical industry but also abused for intoxication purposes. Lithuania has become a transit country for these substances owing to the fact that, as of yet, there have been no market restriction measures introduced for them. Including GBL and 1,4 BD in List IV of controlled narcotic drugs and psychotropic substances would mean activities involving these substances would only be authorised for those legal entities which have obtained a permit from the Drug, Tobacco and Alcohol Control Department for activities with List IV substances in line with the requirements of the Law on the control of narcotic drugs and psychotropic substances.
