This draft National Technical Regulation applies to the classification and construction of inland waterway vessels with a design length of up to 140 m and which are not within the scope of application of QCVN 25:2015/BGTVT. This draft Regulation applies to organizations and individuals involved in activities related to the vessels within the abovementioned scope, including: Viet Nam Register; registration units, registration units leading a consortium of registration units; shipowners; establishments for the design, construction, conversion, repair, and operation of inland waterway vessels; establishments for the design and manufacture of products and materials installed on board; testing establishments, providers of survey and testing services for safety equipment; and organizations and individuals importing vessels and products/materials installed on board
