This Circular provides: (i) detailed lists, by HS code, of used consumer goods and used vehicles prohibited from importation under the authority of the Ministry of Industry and Trade; (ii) the list of rough diamonds subject to export and import control under the Kimberley Process Certification Scheme and the related certification and confirmation procedures; (iii) goods subject to import tariff-rate quotas under Viet Nam's WTO commitments and the principles, methods and procedures for allocating and licensing such quotas; (iv) reporting obligations applicable to traders importing goods under tariff-rate quotas; and (v) mechanisms for the provision and exchange of information among competent authorities for foreign trade administration.
