Reflectorization of Rail Freight Rolling Stock; Codifying Existing Waivers

Notice of proposed rulemaking - FRA proposes to amend its standards for Reflectorization of Rail Freight Rolling Stock (Reflectorization Standards) to codify waivers and remove the outdated implementation schedule.
