The draft Resolution provides for amendments to Resolution of the Cabinet of Ministers of Ukraine No. 398 of 1 April 2022 "Some Issues of the Implementation of Phytosanitary Measures and Procedures, State Control Measures in the Areas of Veterinary Medicine, Food Safety and Certain Quality Indicators of Food Products under Martial Law" with a view to strengthening phytosanitary control of imports of regulated objects under HS heading 0701 "Potatoes, fresh or chilled".

Visual inspection of consignments falling under this HS heading does not ensure the detection of latent quarantine pests. Therefore, laboratory testing is necessary for the diagnosis of bacterial, viral, viroid and phytoplasma diseases. The proposed measure is intended to ensure an appropriate level of phytosanitary protection by reducing the risk of the introduction and spread of quarantine pests within the territory of Ukraine.
