Draft Resolution of the Cabinet of Ministers of Ukraine "On Approval of the Regulation on State Registration of Feed Additives, the Procedure for Maintaining the State Register of Feed Additives and Repeal of Certain Resolutions of the Cabinet of Ministers of Ukraine". The draft Resolution has been developed with a view to approving the procedure for the state registration of feed additives and the procedure for maintaining the State Register of Feed Additives as required to ensure compliance with the requirements of the Law of Ukraine "On Safety and Hygiene of Feeds" (notified in document G/SPS/N/UKR/127).

Pursuant to the Law of Ukraine "On Safety and Hygiene of Feeds", imports (shipments) into the customs territory of Ukraine of feed additives, their use in feed production, the placing on the market of feed additives, as well as imports (shipments) and placing on the market of feed produced using feed additives, shall be permitted only where the relevant feed additives have been registered in Ukraine and/or the European Union.

At present, the state registration of feed additives and the maintenance of the State Register of Feed Additives are governed by the Regulation on the State Registration of Feed Additives, approved by Resolution of the Cabinet of Ministers of Ukraine No. 210 of 3 March 2020.

The draft Resolution therefore provides for the adoption of an updated Regulation on the State Registration of Feed Additives, taking into account recent legislative amendments and terminological changes.

In particular, the draft Resolution provides for:

·      approval of an updated procedure for the state registration of feed additives, including the review of applications for registration and supporting documents, assessment of registration dossiers, the form of the assessment report, adoption of decisions on the state registration (re-registration) of feed additives, amendments, suspension and termination of such decisions, and determination of the maximum quantities of unregistered feed additives that may be imported (shipped) into Ukraine;

·      approval of a separate procedure for maintaining the State Register of Feed Additives, including provisions on the powers of the Register holder and administrator, software requirements, financing arrangements, the information to be included in the Register, procedures for entering and providing register information and requirements for the storage and protection of register data;

·      repeal of certain resolutions of the Cabinet of Ministers of Ukraine.
